National Farmers Day, also known as ‘Kisan Diwas’, is celebrated every year on 23 December to celebrate the hard work and determination of farmers. This day was chosen to celebrate the occasion as it is the birth anniversary of former Prime Minister Chaudhary Charan Singh, who was from Uttar Pradesh and worked for the welfare of the farmers of the country.

This special day is all about giving a big thanks to our farmers, the real heroes behind our country’s development. National Farmers Day is also known as Rashtriya Kisan Diwas and is popular in agricultural and farming states of India including Uttar Pradesh, Haryana, Punjab and Madhya Pradesh. Farmers Day is also celebrated in other parts of the world. In Ghana it is celebrated on the first Friday of December, America celebrates it on 12 October, in Zambia it is celebrated on the first Monday of August and Pakistan started celebrating this day on 18 December 2019. The theme of National Farmers Day 2023 is ‘Providing Smart Solutions for Sustainable Food Security and Resilience’. This theme underlines the critical need for innovation and intelligent agricultural practices to ensure not only food security but also the resilience of our agricultural systems in the face of evolving challenges.

National Farmers Day: History

Farmer leader Chaudhary Charan Singh was the President from 28 July 1979 to 14 January 1980. His publications on farmers and their difficulties provided a variety of suggestions to improve the lives of farmers across the country. He also started various farmer welfare programs. The government celebrated Farmers Day in 2001 to commemorate the birth anniversary of Charan Singh.

Following in the footsteps of Lal Bahadur Shastri, the second Prime Minister of India, who gave the iconic phrase “Jai Jawan Jai Kisan” to the farmers.

Charan Singh observed how rich zamindars, or landlords, exploited farmers and how this was detrimental to the rural economy. He was elected to the Uttar Pradesh Legislative Assembly in 1937 and as a member attempted to resolve exploitative structures such as demolition. As Parliamentary Secretary and then Revenue Minister for land reforms in Uttar Pradesh in the 1950s, Charan Singh developed land reform laws. After openly criticizing Prime Minister Jawaharlal Nehru’s land policy for India’s development, the country’s peasant population began to look up to him.

Many works including ‘Zamindari Abolition,’ ‘Joint Farming X-Ray,’ ‘India’s Poverty and its Solution,’ and ‘Farmer Ownership’ were written by Charan Singh to emphasize the farmers’ issue.

Mr. Chaudhary Charan Singh Ji

Shri Charan Singh was born in 1902 in a middle-class farmer family in Noorpur, Meerut district of Uttar Pradesh. He earned a bachelor’s degree in science in 1923 and a master’s degree in 1925 from Agra University. Also trained in law, he set up practice in Ghaziabad. In 1929, he came to Meerut and later joined Congress.

He was elected for the first time from UP. Legislative Assembly from Chhaprauli in 1937 and represented the constituency in 1946, 1952, 1962, and 1967. He became Parliamentary Secretary in the government of Pandit Govind Ballabh Pant in 1946 and worked in various departments like Revenue, Medical and Public Health, Justice, Information, etc. In June 1951, he was appointed Cabinet Minister in the state and given charge of the Justice and Information Department. Later, he took over as the Minister of Revenue and Agriculture in the cabinet of Dr. Sampurnanand in 1952. When he resigned in April 1959, he was holding the charge of the Revenue and Transport Department.

Shri C.B. In Gupta’s ministry, he was the Minister of Home and Agriculture (1960). Shri Charan Singh served as the Minister of Agriculture and Forests (1962–63) in the Smt. Ministry of Sucheta Kripalani. He left the Agriculture Department in 1965 and took charge of the Local Self-Government Department in 1966.

After the split of Congress, he became the Chief Minister of UP. For the second time in February 1970, with the support of the Congress Party. However, on 2 October 1970, President’s rule was imposed in the state.

Shri Charan Singh served Uttar Pradesh in various capacities and earned a reputation as a tough executive who did not tolerate inefficiency, nepotism, and corruption in administration. A brilliant parliamentarian and a practical man, Shri Charan Singh is known for his eloquence and courage of conviction.

He was the chief architect of land reforms in UP. He played a leading role in drafting and finalizing the Department Redemption Bill 1939, which provided major relief to rural debtors. It was on his initiative that ministers in UP received salaries and other privileges. There was a huge reduction. As Chief Minister, he played an important role in bringing in the Land Holding Act of 1960, which aimed to reduce the extent of land holding and make it uniform across the state.

Only a few political leaders in the country could match Shri Charan Singh’s command of popular will at the grassroots level. A dedicated public activist and a firm believer in social justice, Shri Charan Singh’s strength fundamentally stemmed from the faith he had among millions of farmers.

Chaudhary Charan Singh led a simple life and spent his free time in reading and writing. He was the author of several books and booklets, including ‘Abolition of Zamindari’, ‘Co-operative Farming X-Ray’, ‘Poverty of India and its Solution’, ‘Peasant Ownership or Land for Labourers’, and ‘Prevention of Partition’.
