US President Joe Biden signed a bill providing $95 billion to Ukraine, Israel, and Taiwan on Wednesday (April 24). “When our allies are stronger, we are stronger,” he said.
The new aid is meant to help Ukraine resist a two-year Russian invasion and to help Israel fight Hamas militants and fend off Iranian airstrikes. Biden said the new aid “will make the United States safer, make the world safer, and sustain America’s leadership in the world.”
Biden said that within a few hours, the United States would begin delivering anti-aircraft ammunition, rocket system artillery, and armored vehicles to Ukraine to help Ukrainian soldiers resist the Russian army. At present, the battlefield in eastern Ukraine is basically in a stalemate.
He said the United States would deliver ammunition from its arsenal and then replenish it with new American-made ammunition.
“In other words, we’re helping Ukraine while also investing in our industrial base, strengthening our national security, and supporting jobs in nearly 40 states across the United States,” Biden said.
Congress finally passed the aid package after months of debate. Biden said the passage of the bill was “a historic moment” that showed the United States would stand up to Russian President Vladimir Putin.
“We stand up to dictators,” Biden declared. “We bow to no one, certainly not to Vladimir Putin.”
The Senate finally passed the new aid bill Tuesday night by a vote of 79 to 18. The bill endured months of delays, mostly in the House of Representatives. Opponents argued that aid overseas must be accompanied by increased security at the U.S.-Mexico border to curb migration, a dispute that long stalled the bill in the House.
The House of Representatives finally passed the aid bill by a vote of 311 to 112 on Saturday. However, the final version did not address immigration concerns at the U.S. border.
Ukraine’s fight against Russia is the main focus of the bill, with $61 billion earmarked for the fight.
The bill also includes $26 billion to aid Israel, which is currently fighting Hamas militants in the Gaza Strip. There is also $8 billion to counter China’s threatening actions against Taiwan and other allies in the Indo-Pacific region.
Ukrainian President Volodymyr Zelenskyy has been urging allies to provide more assistance to help Ukrainian forces fight the Russian army, especially to protect Ukrainian cities against daily missile and drone attacks by the Russian army.
After the Senate passed the aid bill, Zelensky thanked President Joe Biden, Senate Majority Leader Chuck Schumer, and Senate Minority Leader Mitch McConnell. He said the vote “cemented America’s role as a beacon of democracy and leader of the free world.”
“Ukraine’s long-range capabilities, artillery, and air defense are key tools for the restoration of a just peace as quickly as possible,” Zelensky said.
Schumer said late Tuesday that the United States would soon provide ammunition and anti-aircraft weapons to help Ukraine resist Russia, provide aid to Israel in its fight against Hamas and confront Iran, provide food and medicine to Gaza civilians, and help allies resist China.
“We tell our allies, we stand with you. We tell our opponents, don’t mess with us,” Schumer said.
McConnell told the Senate before the vote that the world was watching how lawmakers would act.
McConnell said: “History will record that even though allies and partners may have concerns about the depth of our resolve, even though Moscow, Beijing, and Tehran are increasingly convinced that our influence has reached its end, even though we have high-ranking people at home, she insisted on giving up leadership responsibilities, but the United States still stepped forward.”
Israeli Foreign Minister Israel Katz also thanked U.S. lawmakers for passing the security assistance bill, calling the package a “clear testament to the strength of our alliance” and saying the bill “sends a strong message to all our enemies.” A powerful message.”
